Will Trump’s Mortgage Insurance Executive Order Lower Your Payment? What Tampa Bay Buyers Should Know

Oct 26, 2026

If you bought your home with less than 20 percent down, you have probably seen headlines about the new mortgage insurance executive order and wondered whether your payment is about to shrink. That question makes sense, especially for Tampa Bay families already juggling high homeowners insurance bills and increasing debt loads. The good news is that you have more control over mortgage insurance than most people realize. Here is what the order says, and what it means for conventional, VA, and USDA borrowers.

The Order Targets Mortgage Insurance on Future Conventional Loans

President Trump signed the order, titled “Decreasing Housing Costs for the American People,” on October 22, 2026. Its centerpiece is private mortgage insurance (PMI), a monthly premium most lenders require on a conventional loan (a mortgage not backed by a government agency) when your down payment is under 20 percent. PMI protects the lender if you stop paying, not you. According to Freddie Mac, PMI typically runs $30 to $70 per month for every $100,000 you borrow.

The order tells the Federal Housing Finance Agency (FHFA), which oversees Fannie Mae and Freddie Mac, to have those two companies build a pilot program. The pilot would use computer estimates of a home’s current value to cancel mortgage insurance once a borrower meets equity and payment-history requirements.

Your Current Loan Is Not Covered, and Nothing Has Started Yet

Here is the candid part: this order will not lower the payment you make next month. The White House text says the pilot applies “only to mortgages made after the establishment of the pilot program,” and only if the FHFA Director decides it is in the public’s best interest. As of October 23, 2026, FHFA, Fannie Mae, and Freddie Mac had not published guidance or a start date.

You Already Have Ways to Drop PMI

That does not mean you are stuck. The Consumer Financial Protection Bureau (CFPB) says you can ask your servicer to cancel PMI once your balance reaches 80 percent of your home’s original value, and it generally drops off automatically at 78 percent.

Rising values can help too. Home equity is the gap between what your home is worth and what you owe. Fannie Mae and Freddie Mac both now let servicers reach out to borrowers who may qualify for cancellation based on current value. If your Pasco or Hillsborough home has appreciated, you may qualify sooner than your original schedule shows.

What the Order Means for VA Loans Near MacDill AFB

If you have served, this section is for you. A VA loan is a mortgage guaranteed by the Department of Veterans Affairs for eligible service members, veterans, and some surviving spouses. Borrowers who meet VA eligibility requirements may qualify to buy with no down payment, and VA loans carry no monthly mortgage insurance. Most borrowers instead pay a one-time funding fee, which VA lists at 2.15 percent for first-time use with less than five percent down. Veterans receiving VA disability compensation are generally exempt.

The order does not change the funding fee. It tells VA to lower interest rates on home loans the department makes directly. Most VA buyers, including families at MacDill, use a VA-guaranteed loan from a private lender, and those loans are not affected. Honestly, the bigger takeaway for veterans is that a VA loan already avoids the monthly insurance this order is trying to shrink.

What the Order Means for USDA Loans in Florida

A USDA loan is a mortgage backed by the U.S. Department of Agriculture for homes in eligible rural and some suburban areas, with income limits based on where you live. Like a VA loan, it may let qualified buyers purchase with no down payment. There are two versions, and the order treats them differently.

  • USDA guaranteed loans: Made by private lenders and backed by USDA. Instead of PMI, borrowers pay a 1% upfront guarantee fee and a 0.35% annual fee. The order does not change either fee.
  • USDA direct loans: Made by USDA itself to low- and very-low-income buyers. As of October 1, 2026, USDA lists the current rate at 5.75 percent, and payment assistance can bring it as low as one percent. These are the loans the order tells USDA to make cheaper, though it sets no amount or date.

Direct loans go through a local USDA Rural Development office, not a mortgage broker. Before you rule out either version, check your address on USDA’s eligibility map.

The Refinance Changes Could Matter More Over Time

The order also directs FHFA to expand a pilot that lets Fannie Mae skip traditional lenders’ title insurance (coverage that protects your lender against ownership disputes) on certain refinances. FHFA must also consider waiving appraisals for some refinances and reducing risk-based fees, with savings passed to borrowers.

Freddie Mac put the average 30-year fixed rate at 7.32 percent on October 22, 2026, up from 6.19 percent a year earlier. So these changes may matter most if rates fall and refinancing becomes worthwhile again. No agency has published an official savings estimate yet.

What to Do Before Your Next Loan

If you are buying now, do not wait on a pilot with no start date. Compare conventional, FHA, VA, and USDA options side by side, and ask how each handles mortgage insurance or fees. If you already pay PMI, call your servicer and ask what it would take to cancel based on your home’s current value.

If you want help comparing those numbers, Gilbert Bennett works with Tampa Bay buyers, homeowners, and veterans every day and can show you where your loan stands. You can also explore home purchase options before you start shopping.

Conclusion

The mortgage insurance executive order points toward faster PMI cancellation, cheaper refinances, and lower rates on direct VA and USDA loans. Still, most of it depends on agency action that has not happened yet. Your existing rights to drop PMI still apply today.
